Thank you for your email of 7 April 2025 to the Department of Corrections – Ara Poutama
Aotearoa, requesting information about Corrections’ disaster management plans. Your
request has been considered under the Official Information Act 1982 (OIA).
You requested:
Please provide me with al disaster management plans for the Department of
Corrections' prisons and corrections facilities made since 2010.
On 30 April 2024, we emailed you to advise that this request, as currently framed, includes a
substantial amount of documentation that is potential y in scope of the request, and
inquired as to whether you would be wil ing to refine your request to reduce the amount of
information being requested. This is because Corrections holds response plans for a range of
threats or events in order to maintain safety, security and a continuous supply of goods such
as fuel, food and equipment to help us prepare for a wide range of possible scenarios.
This may include, but is not limited to, the following types of plans:
• Business continuity plans
• Prison evacuation
• Prison emergency response manual
• Emergency incident response plans
• All IT recovery plans
Please note the current timeline in your request also captures the below major events:
• COVID-19
• Major earthquakes – Canterbury and Kaikoura
• Riots at Spring Hill Corrections Facility and Waikeria Prison
Additionally, many of these plans are prison specific, meaning each of the 17 (18 including
Auckland South Corrections Facility, which is managed by Serco) prisons in New Zealand
would need to be individually contacted to locate al plans from 2010 to 2025.

The amount of time it would take to collate and review this information to meet your
request as it is currently framed would impair the effective administration and operations of
the agency.
At the time of this response, we have not received a response from you as to whether you
would be wil ing to refine your request.
In accordance with the OIA, we have considered whether to affix a charge or extend the
time limit for responding. However, given the scale of the request we do not consider that
this would be an appropriate use of our publicly funded resources. Therefore, your request
is refused under section 18(f) of the OIA, as the information cannot be made available
without substantial collation or research.
If you are willing to refine your request, such as if there is a specific disaster management
plan for a specific prison that you are interested in, please submit a new request to
[Department of Corrections request email] and we can look into this for you.
