Dear Veronica
Thank you for your request of 7 April 2025 to Kāinga Ora – Homes and Communities for the
following information under the Of icial Information Act 1982 (the Act):
1. The employment process that was followed to recruit Tracey Taylor, including any
steps, criteria, and decision-making procedures involved.
2. Any information regarding whether Tracey Taylor has had previous work history
with CEO Matt Crockett.
Members of the Kāinga Ora People and Culture Commit ee, a subcommit ee of the Kāinga
Ora Board, provided approval for me to engage a recruitment company to source a suitable
candidate for the role of General Manager – People, Governance and Capability.
The criteria for this role included experience in large scale transformation, thought leadership
and an individual who could exemplify cost accountability, restructuring and pragmatic
change management.
I contacted and engaged with a recruitment company, who followed their processes to
identify a suitable candidate. From this process, Tracey Taylor was the recommended
candidate.
I am satisfied that the recruitment process followed for Tracey Taylor (General Manager,
People Governance and Capability) met the procurement standards for Crown Entities.
I did not know Tracey Taylor and had not previously worked with her prior to her appointment
at Kāinga Ora.
You have the right to seek an investigation and review by the Ombudsman of this response.
