Thank you for your request for information dated 31 March 2025 in relation to streetlight system in
Bucklands Beach.
Please find our response below, provided by our Senior Contract Engineer in the Streetlights team.
1. Control Mechanism - How are streetlights in Bucklands Beach control ed (e.g.,
centralized system, timers, sensors)? Are they linked to a smart lighting network
(e.g., IoT-based controls)?
AT operates a CMS (Central Management System) for all street lights except a small subset of
incompatible light types e.g. handrail lights. The CMS is AT’s platform to detect faults, monitor
network operations, dim street lights at times of low traffic, identify maintenance needs and bil for
street light electricity consumption. This system of base stations around the region talks to each
light separately via the Light Point Controller atop each luminaire.
2. Operational Criteria - What determines when streetlights turn on/off (e.g.,
sunset/sunrise tables, ambient light sensors, motion detection)? Are there
adjustments for seasonal changes or weather conditions?
Street lights turn on 10 minutes after sunset and off 10 minutes before sunrise, based on
sunset/sunrise tables. Sunset/sunrise tables are automatically adjusted for daylight savings time.
3. Technical Specifications - What frequencies (radio, cellular, etc.) are used for
communication between streetlights and control systems? Are there backup
systems in case of power/communication failures?
AT’s Central Management System operates a licenced radio frequency that operates in the 450-
470 MHz band. Street light columns are not backed up by emergency power supplies. Most base
stations have an emergency backup power supply.
4. Suburb-Specific Data - How do controls in Bucklands Beach differ from other
Auckland suburbs (if at all)? Are there plans to upgrade or modify the current
system?
AT’s CMS controls are standardised across the Auckland Transport area which includes Bucklands
Beach.
5. Policy Documents - Please provide any policies, manuals, or reports related to
streetlight operation and maintenance.
