I am responding to your email of 20 March 2025 to the Department of Internal Affairs (the
Department) requesting the fol owing under the Official Information Act 1982 (the Act):
1. Can please provide the total spend for all Government agencies, by agency (or
the agencies that you have information on) against some or all of the fol owing
suppliers Microsoft, Azure (if different), Oracle, SAP, IBM (Software), Amazon
Web Services.
2. If you do not hold the spend information please provide the spend information by
agency for those subscribed to DIA al of government contracts for Microsoft,
SAP, Oracle and AWS
On 28 March and 4 April 2025, the Department sought clarity from you on the timeframe of
your request. On 7 April 2025, you clarified that you ‘
would like the information to be
provided annually over the past 3-5 years (3 years if 5 years is unavailable).’
On 10 April 2025, you were advised that the clarification of your request had reset the
timeframe for response in line with Section 15(1)(A) of the Act, and that a response would
be provided to you by 8 May 2025.
Response to your request
The Government Chief Digital Officer (GCDO) is the Digital System Lead and manages the All
of Government Digital Portfolio (the Portfolio).
The Portfolio provides access to reliable, secure, and fit-for-purpose digital services, via
Common Capabilities Contracts, Framework Agreements, and Marketplace. Portfolio
services are available to all public sector agencies and organisations to assist them in
providing safe, resilient, and easily accessible services to New Zealanders.
GCDO leverages the Government’s purchasing power as a single unified entity, to negotiate
overarching agreements with both New Zealand and international digital services suppliers,
and the Portfolio sets standardised and consistent requirements, facilitating a level playing
field for all suppliers.
This approach ensures equity of access to government procurement opportunities and
creates competitive tension in the government digital services market. In relation to
suppliers, GCDO must remain impartial, and it is up to individual agencies what services they
procure and who they procure those services from.
Please find below details of the total number of government agencies and organisations
consuming services through the Portfolio for the suppliers noted in your request, and the
total spend over the last five financial years. Note that IBM do not have an All of
Government (AoG) digital contract through the Portfolio.
GCDO only holds information on consumption through the Portfolio. For any consumption
outside of the Portfolio, you could request this information directly from individual agencies
and organisations. Contact information for all government agencies and organisations can be

I am refusing your request for this information to be broken down by individual agencies and
organisations under the fol owing sections of the Act:
• 9(2)(i) - enable a Minister of the Crown or any public service agency or organisation
holding the information to carry out, without prejudice or disadvantage, commercial
activities; and
• 9(2)(j) - enable a Minister of the Crown or any public service agency or organisation
holding the information to carry on, without prejudice or disadvantage, negotiations
(including commercial and industrial negotiations).
Public interest considerations
As is required by section 9(1) of the Act, consideration has been given as to whether the
withholding of information is outweighed by other public interest considerations which
would make it desirable to make this information available. In this instance, it is not
considered to be the case.
