Thank you for your email on 18 March 2025, asking Health New Zealand | Te Whatu Ora for the
following under the Official Information Act 1982 (the Act):
“I request a copy of:
1. Margie Apa's resignation letter
2. Any correspondence between Margie Apa/the Commissioner regarding the resignation,
following its receipt
3. Any correspondence between the Commissioner/Deputy Commissioners regarding the
resignation, following its receipt
4. Any internal drafts of communications to be distributed internally or externally regarding
Margie Apa's resignation
5. Any correspondence from Margie Apa to her leadership team announcing her
resignation”
Response
For the sake of clarity, I will address each part of your request in turn.
1. Margie Apa's resignation letter
I can confirm no resignation letter exists.
2. Any correspondence between Margie Apa/the Commissioner regarding the resignation,
following its receipt
I can confirm there is no correspondence between Margie Apa and the Commissioner regarding
the resignation.
3. Any correspondence between the Commissioner/Deputy Commissioners regarding the
resignation, following its receipt
I can confirm there is no correspondence between the Commissioner and Deputy Commissioners
regarding the resignation following its receipt.
5. Any correspondence from Margie Apa to her leadership team announcing her
resignation
I can advise that Margie confidentially announced her resignation to the Health NZ Executive
Leadership Team (ELT) verbally on Tuesday 4 February 2025. I can also confirm there was no
correspondence from Margie to ELT members regarding her resignation.
As such, the above parts of your request are refused under section 18(e) of the Act, as this
information does not exist.
4. Any internal drafts of communications to be distributed internally or externally regarding
Margie Apa's resignation
In response to this part of your request, please see the attached
Appendix One which contains
the draft and final versions of emails distributed to all Health NZ staff members regarding Margie
Apa’s resignation.
Please note that some information has been withheld under section 9(2)(a) of the Act in order to
protect the privacy of individuals. In making the decision to withhold, we have considered the
countervailing public interest in release under section 9(1) of the Act and determined it does not
outweigh the need to protect the privacy of the individuals concerned.
