Brief Outline of the Functions and Responsibilities of the Organisation
National Infrastructure Financing and Funding Limited (NIFFCo), formerly Crown Infrastructure
Partners Limited, is the Government’s public infrastructure investor shopfront for and centre of
expertise on funding and financing of New Zealand infrastructure. NIFFCo is expected to:
• Be a commercial advisor and partner to agencies on projects involving private financing.
• Act as the Crown’s “shopfront” to facilitate private sector investment in Crown
infrastructure, including receiving and assessing unsolicited infrastructure proposals for the
Crown.
Provide commercial advice and project support for privately financed projects and assist in
the development of relevant policy.
• Finance transactions under the Infrastructure Funding and Financing Act 2020.
• Manage several Government infrastructure funds including those for Cyclone Recovery, the
Infrastructure Reference Group, Rural Drinking Water and various connectivity related funds
such as Marae Digital Connectivity and Rural Broadband and Mobile funds.

Brief Outline of the Functions and Responsibilities of the Organisation
The purpose of Te Pou Tupua is to be the human face of Te Awa Tupua. The two guardians will,
among other functions: act and speak on behalf of Te Awa Tupua; uphold Tupua te Kawa (the
intrinsic values of Te Awa Tupua); promote and protect the health and wellbeing of Te Awa
Tupua; and carry out relevant landowner functions for the parts of the riverbed not in private
ownership. They will be supported in their role by an advisory group (Te Karewao) comprising
representatives of local government, Whanganui Iwi and other iwi with interests in the Whanganui
River.

Brief Outline of the Functions and Responsibilities of the Organisation
The Integrity in Sport and Recreation Commission (Commission) is established under the Integrity Sport
and Recreation Act 2023 (the Act). The Commission assumes the responsibilities, including New
Zealand’s obligations to the World Anti-Doping Authority (WADA), previously carried out by Drug-
Free Sport New Zealand as well as having a wider integrity responsibility. The Commission’s objectives

Brief Outline of the Functions and Responsibilities of the Organisation
The Sports Tribunal of New Zealand (the Tribunal) is an independent body that determines certain types
of disputes for the sport sector. The Sports Tribunal Act 2006 (the Act) sets out the sorts of disputes the
Tribunal can hear and allows the Tribunal to determine its own practices and procedures for performing
the Tribunal’s functions under the Act. The aim of the Tribunal is to ensure that national sport
organisations and other parties to a sports dispute, such as athletes, have access to an affordable, just and
speedy means of resolving a sports dispute. Since 1 July 2024, there is no upper limit on membership.

Aviation Medical Conveners – Transport

The functions of the Medical Convener and Deputy Medical Convener (the Conveners) are set out in
sections 27L and 27M of the Civil Aviation Act 1990:
• to review certain decisions in relation to a medical certificate
• to consider applications for a medical certificate made through a joint referral by the applicant
and the Director of Civil Aviation.
The Conveners report decisions to the Director of Civil Aviation. The Conveners must be medical
practitioners and experienced in civil aviation. The Deputy Convener takes over if the Convener is not
available (section 27J(5) of the Civil Aviation Act 1990 refers).

City Rail Link Limited – Transport and Finance
Brief Outline of the Functions and Responsibilities of the Organisation
City Rail Link Limited (CRLL) is responsible for delivering the City Rail Link Project (CRL or the Project),
New Zealand’s first underground passenger rail project. CRLL was established on 1 July 2017 as a
Public Finance Act Schedule 4A company. The Crown owns 51 percent, while Auckland Council owns
49 percent of the company.
The Project is a significant infrastructure project to enhance the capacity and performance of Auckland
rail services and improve transport and broader outcomes in Auckland. The Project comprises a 3.45km
twin tunnel underground rail link from the existing Britomart Transport Centre connecting to the
Auckland Rail Network at a redeveloped Mt Eden Station with two new stations at Aotea and
Karangahape.
The Board provides governance and assurance that Management is delivering the Project
in accordance with the objectives of the Project. This includes procurement and management of the
contracts required to complete the Project as well as the associated activities of consenting, land
acquisition/disposal and community engagement.
The Minister of Transport is jointly responsible with the Minister of Finance for the Crown’s ownership
responsibilities.

Civil Aviation Authority – Transport
Brief Outline of the Functions and Responsibilities of the Organisation
The Civil Aviation Authority (CAA) of New Zealand is a Crown agent under the Crown Entities Act 2004.
The primary function of CAA is to regulate and promote an integrated, safe, responsive, and sustainable
civil aviation system. It is responsible for establishing safety and security standards for entry into the
civil aviation system, monitoring adherence to these standards within the system, reviewing the system,
and investigating some air accidents (those not covered by the Transport Accident Investigation
Commission).
CAA is also responsible for establishing and continuing the Aviation Security Service. The Aviation
Security Service’s functions and duties include screening departing passengers (all international and
some domestic) and their baggage for dangerous items, patrolling security-designated areas, and
searching aircraft.
The Minister of Transport is the Responsible Minister.

Independent Reviewer – Civil Aviation - Transport
Brief Outline of the Functions and Responsibilities of the Organisation
The Civil Aviation Act 2023 (the Act) wil take effect on 5 April 2025 to provide a single, modern statute
that wil establish a platform for safety and security within (and appropriate regulation of) the civil
aviation system now and well into the future.
Part 10, Subpart 5 of the Act introduces a new function to enable individuals to seek an independent
review of decisions made by the Director of Civil Aviation. Its purpose is to provide an expert
independent review option for sector participants that is quicker and less costly than the court system.
This is intended to promote transparency, timeliness, and accountability, and support improvements in
decision-making in the aviation regulatory system over time.
The Act requires that one or more reviewers be appointed to carry out reviews. Reviewers are
appointed by the Minister of Transport. The Ministry wil provide secretariat support for the function.
Reviewers have recommendatory powers only, with the Director of Civil Aviation retaining the right of
final decision making. While the function is designed to offer individuals the opportunity to have
decisions reviewed outside of the Court system, the function does not serve to relitigate decisions. The
Reviewer cannot assess a decision that has already been through the court system.
The roles wil formally commence when the Civil Aviation Act comes into force on 5 April 2025.

Maritime New Zealand (Maritime NZ) is a Crown agent under the Crown Entities Act 2004, established
under the Maritime Transport Act 1994.
The objectives of Maritime NZ are to achieve an integrated, safe, responsive, and sustainable maritime
transport system and protect the marine environment. Maritime NZ is responsible for establishing safety

the system, reviewing the system, investigating some maritime transport accidents, and ensuring

Maritime NZ is also responsible for responding to maritime pollution, managing risks and incidents, and

Transport Accident Investigation Commission – Transport
Brief Outline of the Functions and Responsibilities of the Organisation
The Transport Accident Investigation Commission (the Commission) is an independent Crown entity
under the Crown Entities Act 2004, established under the Transport Accident Investigation Commission
Act 1990. The principal purpose of the Commission is to determine the circumstances and causes of
accidents and incidents with a view to avoiding similar occurrences in the future, rather than to ascribe
blame to any person. The Commission investigates notifiable aviation, rail, and maritime accidents.
The Commission has up to five members. One of these members must be a barrister or solicitor of the
High Court who has held a practising certificate for not less than seven years, or a District Court Judge.
Collectively, members should also have experience in investigation and governance, and relevant
industry experience in the aviation, rail, or maritime areas. The Governor-General appoints the
members on the recommendation of the Minister of Transport.
The Minister of Transport is the responsible Minister.
