I write in response to your request dated 6 March 2025, for information under the Official
Information Act 1982 (the Act):
Please supply the following information under the OIA:
1. The full report of independent technology review
2. How much was spent on external consultant/s to conduct the review
3. Why the consultant/s were selected to perform the review
The independent technology review was commissioned as part of the Kāinga Ora response to the
Reset Plan. Considering the criticality of systems to improve service delivery, Kāinga Ora needed
to do a fundamental review of its technology estate, technology cost, enablement opportunities,
and ways of working. The reviewer was asked to do a short engagement with Kāinga Ora to review
the work to date, offer an external perspective on the ICT systems of Kāinga Ora, help identify any
unknown areas for improvement, validate any future direction proposed and ensure Kāinga Ora is
positioned to move quickly and confidently.
As such, in response to part three of your request, a former Chief Information Officer and
technology consultant was identified who had the specific necessary skills and experience, and
availability to do the short-term, urgent review. Due to the nature of the specific skill set required
and urgency, their services were engaged directly.
In response to part two of your request, we can advise the total cost for the consultant to do this
review was $35,517.
In response to part one of your request, the report findings identified areas of our systems needing
improving. The work needed for remediation will require procurement with independent specialist
providers, of which are currently in progress. As such, the report is being withheld under section
9(2)(j) of the Act, to enable Kāinga Ora to
“carry on, without prejudice or disadvantage,
negotiations”. Pursuant to section 9(1) of the Act, I do not consider the withholding of the
information from this response is outweighed by public interest considerations in making that
information available.
