Under the Health and Disability Commissioner Act 1994, the Commissioner is required to
promote and protect the health and disability services consumers’ rights and facilitate the fair
and efficient resolution of complaints relating to infringement of those rights.
Mō tēnei tūranga mahi | About this role
The position is responsible for mid-level Investigations team management. The Team Leader
is responsible for ensuring their reporting investigators undertake their work in a high quality
and timely fashion, meeting targets as agreed. The Team Leader will mentor and support
Investigators, liaise and ensure consistency with operations within the team, and support the
Associate Commissioner Complaints Resolution in their role.

He aha tāu e mahi ana | What you'll be doing • Providing effective leadership and management to the Investigations Team, with a focus
on oversight of case management and ensuring agreed targets are met.
• Managing and maintaining the day to day investigations work of the team.
• Monitoring resources needed to ensure the effective and efficient function of the team,
including prudent financial resource management.
• Resolving any issues or conflicts and fostering a team environment, both within the
Investigations team and the organisation as a whole.

• Providing leadership, support and mentoring to other investigators, and conducting
performance reviews.
• Leading the training and induction of new team members.
• Undertaking and directing quality assurance processes including peer review and analysis

• Contributing to the continuous quality improvement activities, including the review and
development of the investigations team, systems and processes, and performance
management where required.

• Working closely with the rest of the investigations team management to ensure
consistency in processes, clear communication between the teams, and provide peer
support.
• Proactively contributing to HDC’s goals through participation in the wider leadership
forum, projects, reviews and major assignments.
• Complying with the HDC’s information management strategy and policy.
• Supporting the Associate Commissioner Complaints Resolution in relation to team
management duties in order to meet the SOI requirements. In particular,

Identifying files of concern.

Working with individual investigators to develop strategies to progress files.

Ensuring the timely progression of investigations.
Additional duties as may be reasonably required by HDC.

The ability to effectively manage multiple investigations, support Investigators and the
Associate Commissioner Investigations, and actively manage and enhance team performance.
• Demonstrated leadership and management skills and experience, and the ability to
motivate and manage a successful team.

• Experience undertaking investigations.
• Proven ability to work effectively under pressure and with minimal supervision.
• Ability to identify and resolve complex issues, and deal with evidential challenges.

Strong written and oral communication skills, with demonstrated ability to accurately
convey complex information in clear and simple language.
• Experience in managing a heavy caseload, producing high quality work, and consistently
meeting deadlines.

• Experience in work-flow management and the ability to provide constructive, timely
feedback and direction.
• Proven ability to manage, lead and motivate colleagues.
• Strong attention to detail.
• Strong interpersonal skills.
• Initiative and professionalism.
• A relevant tertiary qualification (health, disability or law an advantage).
• An awareness of the systemic barriers disabled people experience in the health and
disability system.
• Sensitivity to the values of other cultural and ethnic groups.
• Sound working knowledge of HDC’s legal framework, policies and procedures, or a
demonstrated ability to quickly acquire this.
• A wide understanding of, or experience in, the health and disability sector is desirable.
• To have knowledge and understanding of the Treaty of Waitangi and cultural competence
in health or other relevant settings.
