Re: Buchanan Park Onehunga
Thank you for your email dated 04 March 2025, in which you requested information about
Buchan Park in Onehunga. The specific details of your request and our response are below.
1. The budgeted spending on Buchan Park in Onehunga for the years 2022, 2023,
2024 and 2025.
Our financial planning does not allocate budgets at the asset level. We are unable to provide
a budget breakdown for this specific park, under 17(e) of the Local Government Official
Information and Meetings Act 1987 (LGOIMA), that the document alleged to contain the
information requested does not exist.
2. The actual amount spent on Buchan Park in Onehunga for the years 2022, 2023,
2024.
The Parks and Community Facilities department has spent the following operational budget
on Buchanan Park;
• FY 2022 $21,512.88
• FY 2023 $25,015.76
• FY 2024 $24,090.12
3. Whether any renewal or upgrade of the Buchan Park in Onehunga is planned in
the future.
A park bench renewal is included within a wider renewal project titled ‘Maungakiekie-Tāmaki
- renew park furniture and fixtures 2026/2027 to 2027/2028’, which commences in FY
2026/2027. Currently, no other asset renewals are planned, as no further needs have been
identified.
Additionally, three new specimen trees are scheduled to be planted by the end of the
upcoming planting season in 2025, funded by the Maungakiekie Tāmaki Local Board Action

Plan Project. The proposed locations of the trees wil be discussed at the March Local Board
meeting.
4. The process by which the council decides when to renew or upgrade one of it's
parks.
Auckland Council takes a comprehensive approach to park renewals and upgrades,
balancing community needs within the strategic context of the Auckland Plan, Infrastructure
Strategy, and other relevant policies and plans.
The assessment of the physical condition of parks, including green assets, park furniture,
and play spaces, is based on visible defects, and a standard from 1 (excellent) to 5 (very
poor) is applied.
The council's renewal strategy aims to renew or restore assets at the optimum time to
deliver agreed levels of service while minimising total life costs. The approach is used to
determine renewals considering factors such as asset condition, risk of failure, asset
performance, and financial considerations that influence renewal decisions.
Auckland Council may undertake capital development works that upgrade or improve an
existing park beyond its current capacity or performance. These works can be initiated by
the council or by non-council entities. Capital development works may be triggered by
several factors, including:
• growth in the community,
• changes in how the park is used or in customer expectations,
• regulatory requirements,
• a need to improve operational efficiency, or
• assets being vested (gifted) to the council.
Upgrades to parks and open spaces may be driven by growth in the community. Auckland is
a desirable place to live, and the population of Tāmaki Makaurau has grown significantly.
Planning to support this population growth is guided by the Auckland Plan development
strategy, which aspires to a quality compact approach to growth and development. Key
objectives of the development strategy are to support sufficient housing and employment in
Tāmaki Makaurau. New housing to accommodate this population growth has occurred
through a mixture of infil housing, larger site intensification in existing urban areas, or
through new greenfield development. As a result, there is an increase in demand for access
to community services, including parks and open spaces.
Local boards also play a role in setting local priorities for upgrades and enhancements
through their triennial Local Board Plans and annual Local Board Agreements. They approve
local community capital work programmes, including those related to local parks.
The Maungakiekie Tāmaki Local Board have jurisdiction over Buchanan Reserve. Play,
footpath and seating assets within the reserve currently have a condition rating ranging
between a 2 and 3, except the bench which has a rating of 4 (and included in the renewal
work programme as per above).
