Thank you for your Official Information Act 1982 (OIA) on 3 March 2025 in you requested any
documents or reports held by Police regarding the Sovereign Citizen and the Organised
Pseudolegal Commercial Argument (OPCA) movements in New Zealand.
Specifical y, you requested the following documents:

Police has decided to grant your request in part, namely to release some of the documents
referred to above and additional documentation identified as being within scope of your request.
However, given the large volume of information in scope, it will take us some time to prepare
this for release. Police will provide you with these documents as soon as possible.
Police has decided to withhold some information from the documents proposed for release
under the following sections of the OIA:
• section 6(a); the making available of the information would be likely to prejudice the
security or defence of New Zealand;
• section 6(c) the release would prejudice the maintenance of the law, including the
prevention, investigation and detection of offences or the right to a fair trial;
• section 9(2)(a); to protect the privacy of natural persons, including that of deceased
natural persons;
• section 9(2)(ba)(i); to protect information which is subject to an obligation of confidence
• section 9(2)(g)(i); to maintain the effective conduct of public affairs through the free and
frank expressions of opinions by or between Ministers of the Crown or members of an
organisation or officers and employees of any public service agency or organisation in
the course of their duty;
• section 9(2)(g)(i ); to protect such Ministers, members of organisations, officers and
employees from improper pressure or harassment.
• section 9(2)(h); to maintain legal professional privilege.
Police has also decided to withhold in ful a further six documents under sections 6(a), 6(c) and
9(2)(a) of the OIA for the reasons outlined above.
You have the right to ask the Ombudsman to review my decision if you are not satisfied with the
