Thank you for your email dated 26 February 2025 to Te Kaunihera o Pōneke | Wellington City 
Council (the Council) requesting the fol owing information: 
 
•  Seeking records for the years they were employed or contracted. 
•  Where their conflict-of-interest statements indicate or do not indicate they are 
members of the Wellington Natural Heritage Trust (WNHT) and/or noted any 
proposed or actual recusals from activities - especially rural policy advice, design, 
leading, propagating, or requests lodged for funding of these and other trusts to 
which they are trustees/board members. 
•  Please provide this information for as many years as records are available. The 
individuals of interest: 
o  Chris Cosslett 
o  Tim Park 
o  Clive Antsey 
o  Chris Horne 
o  Colin Ryder 
 
As per my email dated 26 March 2025 your request was extended to al ow the Council to 
prepare our response. Your request has been considered under the Local Government 
Official Information and Meetings Act 1987 (LGOIMA).  
 
WNHT relationship is managed between Chris Livesey (Chair) and Mark Wilcox (Treasurer) 
and the below Council representatives: 
•  Manager Urban Ecology Daniela Biaggio for key matters. 
•  Biosecurity Specialist Pest Animals Debbie Hawker for animal pest control matters 
•  Biosecurity Specialist Pest Plants Illona Keenan for weed control matters. 
 
The following confirms the information held by the Council’s Park, Sport and Recreation 
(PSR) teams holds regarding conflict-of-interest statements for the listed individuals. Please 
note many of the individuals may have participated in public submission on behalf of 
themselves and the organisations they were associated with over the years for various plans 
and policies at Council. Those records are accessible through the Council meeting minutes 
located - Meetings - Wel ington City Council. 
 
I can provide the following summary information regarding individual conflicts for privacy

Tim Park – I can confirm Mr Park declared a conflict of interest. Mr Park does not take part 
and has not taken part in any funding decisions or advice about funding decisions made by 
the Council that involve WNHT. 
 
Chris Cosslett and Chris Horne –As a contractor for PSR, we do not hold an employment file. 
Therefore, we do not have a record of or recol ect any conflict-of-interest statements. The 
team recollects Mr Cosslett ending services in May 2024 and Mr Horne ending his services in 
2019. Known associations were clear at the time of contracting and there was no conflict of 
interest with the activities in question. 
 
Clive Antsey and Colin Ryder – The PSR team has no records for these individuals as either 
an employee or contractor.  
 
Information related to Clive Antsey, Colin Ryder, Chris Cosslett and Chris Horne has been 
refused under section 17(e) of the LGOIMA that the document al eged to contain the 
information requested does not exist or, despite reasonable efforts to locate it cannot be 
found. 
 
You have the right, by way of complaint under section 28(1) of the LGOIMA, to request an 
investigation and review of the Council’s decision by the Ombudsman. Information about
