Official Information Act request
Thank you for your email of 24 February 2025 requesting reports provided to the
Ministry of Social Development (the Ministry) regarding the Drivers Licence
Programme at Manurewa Marae.
I have considered your request under the Official Information Act 1982 (the Act).
Please find my decision on your request set out below.
The Ministry identified 60 spreadsheets of reporting data in scope of your request.
For clarity, these have been consolidated into the following three appendices
broken down by financial year. You can locate different reports by date in separate
sheets of the spreadsheets:

Appendix Three – F23-24 – MM DL
You will note that the information regarding individuals participating in the Driver
Licensing Programme at Manurewa Marae is withheld under section 9(2)(a) of the
Act in order to protect the privacy of natural persons. The need to protect the
privacy of these individuals outweighs any public interest in this information.
Please note, for
Appendix Three, due to leadership and staffing changes at the
marae not all monthly reports are available.
The Ministry has the following performance measures stipulated in the Driver
Licensing Programme agreement with Manurewa Marae:
• 90% of participants will successfully complete the programme and sit the
required licence test.
• 95% of participants who sit will successfully gain their learner driver licence.
• 80% of participants who sit will successfully gain their restricted or full driver
licence.
Manurewa Marae has historically met all stipulated outcomes during the F21–22
and F22–23 fiscal years.

However, due to leadership and staffing changes in F23–24, the contracted
participant volume was not fully utilised.
Despite this, all participants who completed the programme successfully passed
their assessments and obtained the intended driver licence qualification.
I will be publishing this decision letter, with your personal details deleted, on the
Ministry’s website in due course.
