Thank you for your information request dated
24 Huitanguru 2025.
You asked for the
following information:
“Under the Official Information Act 1982, We are writing to formally request
access to al communications shared between the Ministry and the following
entities or individuals, where the following topics are mentioned:
-RRR Organisations Worldwide Limited (our former limited company) -Esther
Peters (our names) -Levi Marley Hetherington (our names) -The RRR Model
(Reintegration Rehabilitation Reduces-Reoffending) – (our model)
We request copies of all emails, internal communications, reports, and any
relevant documentation regarding these matters or any other form of
communication that contains references to the entities or individuals listed above
Please provide this information in an electronic format where possible. If any part
of my request is refused under the OIA, please specify the grounds for refusal
as per the Act.”
We note that you have both requested personal information. Section 57(a) of the Privacy
Act 2020 requires us to be satisfied of the requesters identify before releasing information.
Accordingly, on 7 Poutūterangi 2025 we emailed you to request that you both email us a
copy of your identification from your personal email address.
Furthermore, we wil not release personal information on the FYI.org.nz website. The FYI
website advises requesters to not make such requests through FYI.org.nz. If you are
wanting to make subsequent requests for personal information, we recommend you
submit your request through the Office of the Privacy Commissioner using
the AboutMe
tool, or email us directly

As we have not yet received a copy of your identification, your request has been
considered in accordance with the Official Information Act 1982 (
Act).
Eight documents have been identified in scope of your request. The documents and my
decisions with regard to the release of the information are set out in the table attached as
Appendix A.
Some information has been withheld in accordance with the Act on the following grounds:
• section 9(2)(a) – to protect the privacy of natural persons; and
• section 9(2)(g)(i) – to maintain the effective conduct of public affairs through
the free and frank expressions of opinions by or between or to Ministers of the
Crown or members of an organisation or officers and employees of any public
service agency or organisation in the course of their duty.
In making the decision to withhold information, I have considered the public interest
considerations in section 9(1) of the Act.
