Response to your request for official information
Thank you for your request under the Official Information Act 1982 (the Act) to the Ministry of
Health – Manatū Hauora (the Ministry) on 12 April 2025, following up to our response to your
previous request (H2025061937 refers). You requested the following further information:
“You have shared various announcements that the order is being revoked . However This
request for information is on the implementation of this particular change to other
government departments . For example what information was shared to implement the
change to the MoJ, MBIE, HNZ etc? Is there any information on the implementation of this
change? Or does the information not exist at all?”
Referring to your previous request in conjunction with your new request, information regarding
the specific ‘implementation’ of revocation of COVID-19 orders to other agencies are reflected in
the relevant Cabinet material and briefings already available online, including those provided as
part of the Ministry’s previous response.
For some background the ‘implementation’ from the Ministry’s perspective meant drafting the
COVID-19 Public Health Response (Revocations) Order 2022, as referred to in the
Memorandum released to you in our previous response. This order was publicly notified in the
Gazette on 12 September 2022, which allowed the revocation of the Vaccinations Order to take
effect at 11.59 pm on 26 September 2022. As previously noted, these materials have been
published to the Ministry website:

The review of COVID-19 measures at the time was put to Cabinet for decision. The relevant
Minute of Decision details what had been noted and agreed upon. As this went to Cabinet, other
agencies wil have been aware of this. A copy of this was proactively released by the
