Dear Hone
Transfer of your request for information
Thank you for your request under the Official Information Act 1982 (the Act) on 21 February
2025 to the Minister of Health, Hon Simeon Brown. You requested:
“1. Number of Personnel Involved:
How many people within Health New Zealand and associated entities are involved in
conducting cultural audits, such as the one mentioned in the He Ritenga report,
which assesses alignment with Te Tiriti o Waitangi principles and commitments to
improving Māori health outcomes?
2. Associated Costs:
What is the total cost associated with conducting these cultural audits, including
personnel, operational, and reporting expenses?
3. Health Outcome Improvements:
Is there any documented evidence or evaluation on the impact of these audits on the
health outcomes of all New Zealanders? If so, please provide copies of relevant
reports or summaries of findings.
Context for Request:
This request is prompted by recent recognition of Pinnacle Midlands Health Network,
which received the highest rating in a Health New Zealand cultural audit for its
“alignment with Te Tiriti o Waitangi principles and commitment to improving Māori
health outcomes.”
The audit, as documented in the He Ritenga report, awarded Pinnacle the top rating
of Kua Mutu Pea for its “exceptional integration of Te Tiriti o Waitangi principles into
governance, operations, and service delivery.”
I am particularly interested in understanding the scope and resource allocation
required for such audits, as well as any measurable impacts on health outcomes of
all New Zealanders.”
The information you have requested is more closely connected with the functions of Health
New Zealand. Therefore, this office has decided to transfer your request to Health NZ under
section 14(b)(i ) of the Act. You can expect a response from Health NZ in due course.
Under section 28(3) of the Act, you have the right to ask the Ombudsman to review any
decisions made under this request. The Ombudsman may be contacted by email at:
[email address] or by calling 0800 802 602.
Yours sincerely
