Dear Caleb
Thank you for your request of 14 February 2025 to Kāinga Ora – Homes and Communities
for the following information under the Official Information Act 1982 (the Act):
The recent appointment of Simon Mouter as Chair of the Kainga Ora Board was
followed with an appointment of Matt Crockett as the CEO.
It appears that Matt has worked under Simon at a number of companies prior to him
being appointed at Kainga Ora.
It seems obvious that the two have worked together and I am keen to know if Either
Matt or Simon declared this as a conflict of interest and How did Kainga Ora respond
to the request.
Secondly, the appointment of Tracey Taylor is also suspicious given that she herself
announced that Matt Crockett is a common friend and she was offered the role in a
casual meeting with Crockett.
What is Kainga Ora conflict of interest process?
Have the recent appointments followed the correct recruitment processes?
An outline of the recruitment processes for these appointments is as follows.
Kāinga Ora Board Chair
I can confirm that the Minister of Housing, Hon Chris Bishop appointed me as the Chair of
the Kāinga Ora Board, with the approval of Cabinet. I refer you to the Public Service
Commission process for Crown Entity Appointments:
Guide: Board Appointment and
Induction Guidelines (BAIG) - Te Kawa Mataaho Public Service Commission. Prior to
appointment to the role, I signed a declaration of interest for submission to the Appointments
and Honours (APH) Committee to support my appointment. This is managed by the Ministry
of Housing and Urban Development as the departmental monitor of Kāinga Ora and is the
same process for all board appointments.
I worked with Matt Crockett at SPARK NZ 10 years ago in a transformation phase for that
organisation. Matt was a work colleague who proved effective in steering through
transformation workstreams at that time.
I have not engaged with Matt Crockett socially in the intervening years.
Chief Executive, Kāinga Ora
Matt Crockett was appointed by the Kāinga Ora Board and commenced with Kāinga Ora in
September 2024. The Chair of the Kāinga Ora People and Culture Committee, Jenn

Bestwick managed all the employment matters between the Public Service Commission and
the Board which fully supported the fixed term appointment.
General Manager, People Governance and Capability
You have questioned a prior connection between Tracey Taylor and Matt Crockett. I am
informed that management contracted a recruitment company to put forward suitable
candidates for this role with transformation experience and Tracey Taylor was the
recommended candidate. I am informed that Tracey Taylor did not know and had not
previously worked with Matt Crockett prior to her appointment at Kāinga Ora.
I am satisfied that the recruitment process followed for Tracey Taylor (General Manager,
People Governance and Capability) and Matt Crockett (Chief Executive, Kāinga Ora) meet
the procurements standards for Crown Entities.
What is Kainga Ora conflict of interest process?
I can confirm that Kāinga Ora has a robust process in place for declaring and managing
interests and conflicts of interest for all its staff, including the Board. This policy is aligned
with Te Kawa Mataaho Public Service Commission (PSC) Model Standards and Auditor
General Tumuaki o te Mana Arotake (OAG), Managing Conflicts of Interest: A Guide for the
Public Sector. I am releasing in full to you the policy which is attached titled
Policy:
Declarations of Interest and Conflicts of Interest (SH-POL-111).
