‘In an August 14 2024 email from Anna Atchley there is reference to a document titled 
Learnings from the PTL process. Referencing the PTL application for a concession for 
Turoa ski field. This request is for that document.’ 
 
I have considered your request under the Official Information Act 1982 and decided to release 
the ‘Learnings from the PTL process’ document (the document) to you in full. This document is 
outlined below and accompanies our response as an attachment.

I have decided to release the relevant parts of the documents listed above, subject to information 
being withheld under the following section of the OIA, as applicable: 
•  free and frank expression under 9(2)(g)(i) – to maintain the effective conduct of public 
affairs.  
 
Context 
Please note that this is an internal document produced as a continuous improvement exercise 
by the Department. It provides an overview of reflections from the operational team about what 
went well and what could be improved for future concession applications. Since the document 
was produced, further work has been undertaken to address concerns raised about what could 
have gone better and further embed practices that did go well.
