The Cabinet Manual provides guidance for Ministers on their role. In particular, Chapter 2
addresses matters of conduct. In your request you have quoted paragraph 2.56 of the
Cabinet Manual which specifically references ethical and behavioural standards.
Matters of conduct are for the Prime Minister. In considering such matters, the Prime Minister
considers the guidance in the Cabinet Manual which the current administration has
endorsed.

Consideration of Ministerial conduct is a matter for the Prime Minister. The Cabinet Manual
states Ministers are accountable to the Prime Minister for their behaviour (paragraph 2.56).
The Cabinet Manual provides guidance on Ministerial conduct in paragraphs 2.55-2.114 and
the Cabinet Office may provide advice to the Prime Minister on the application of this guidance.
