Thank you for your Official Information Act 1982 (the Act) request, received on 11 February 
2025. You requested: 
 
“Section 2.56 of the Cabinet Manual says: 
"In all of these roles and at all times, Ministers are expected to act lawfully and behave 
in a way that upholds, and is seen to uphold, the highest ethical and behavioural 
standards. This includes exercising a professional approach and good judgement in 
their interactions with the public, staff, and officials, and in all their communications, 
personal and professional. Ultimately, all Ministers are accountable to the Prime 
Minister for their behaviour."

Additional information withheld has been considered out of scope of this request and is 
marked accordingly. Please note that any item withheld in full has not been provided in the 
attached release file. 
 
In making my decision, I have considered the public interest considerations in section 9(1) of 
the Act. No public interest has been identified that would be sufficient to outweigh the 
reasons for withholding that information. 
 
Lastly, the Prime Minister sent all Ministers and Parliamentary Under-Secretaries letters on 
appointment which contained the following line: “I expect all Ministers to familiarise 
themselves with and follow the guidance on conduct and the management of conflicts of 
interest in Chapter 2 of the Cabinet Manual”. I have decided to provide this information as an 
extract of the relevant section replicated in each letter, as allowed for under section 16(1)(e) 
of the Act. 
 
You have the right to ask the Ombudsman to investigate and review my decision under 
section 28(3) of the Act.
