Thank you for your email of 11 February 2025 in which you request the following under
the Official Information Act 1982 (OIA):
“I note in the 2024 Budget, over a billion dollars appears to be allocated to
international aid and development programmes.
Can you please summarise in a table all the funded international aid or
development programmes the department runs or funds, including the cost,
location, measured outcomes or desired objectives for each programme. Please
note any programme that MFAT is directly running vs via a partner agency.”
The Ministry of Foreign Affairs and Trade (the Ministry) has launched a website aimed at
improving the transparency of New Zealand’s International Development Cooperation
(IDC) activities. DevData
(https://devdata.mfat.govt.nz/) is interactive, allowing users to
find and download detailed information, updated monthly, on over 2,400 activities.
You can run an enquiry on DevData based on location (by country) and timeframe
(financial or calendar year) that will provide the following detailed information on
activities since 2012:
•
total expenditure
•
current status
•
activity description
•
sector
•
modality; and
•
implementing partner.
A small subset of activities are excluded from DevData. This includes activities where we
have specific concerns relating to security/safety, privacy, sensitive/confidential
information, or harm to operations and small-scale activities delivered through Head of
Mission/Embassy funds.

The Ministry website provides a breakdown of approved IDC funding for the 2024-

The Minister of Foreign Affairs produces an annual report on New Zealand’s IDC
Programme that provides breakdowns of expenditure by key priorities, sector, and

The Ministry’s evaluation programme assesses achievement of outcomes and
