Seeking advice on draft report reviewing the effectiveness of the levy 
I am currently undertaking a review of the effectiveness of the waste disposal levy, as 
required by section 39 of the Waste Minimisation Act 2008 (WMA). As part of my review, I 
am required to obtain and consider the Waste Advisory Board’s advice on this matter.  
The report covers the period 2019/20 to 2021/22. The draft report was prepared before the 
recent changes to the WMA made through the Waste Minimisation (Waste Disposal Levy) 
Amendment Act 2024. Since it covers an earlier period, I don’t consider the more recent 
amendments to affect the conclusions of the report.  
Please find attached the draft review of the effectiveness of the levy. I would appreciate it if 
you and the Board could read and consider this review and discuss it at your next meeting 
and provide me with any appropriate feedback.
