“…a copy of any emails between the Mayor and CEO for the month of December 2024…”.
We have interpreted the scope of your request as being confined to email correspondence
specifically between these two parties. This means the following have been excluded as out of
scope:
- emails not between these parties;
- e-mails where the parties have been copied in but are not the direct recipient;
- e-mails created or forwarded on behalf of the parties, i.e. their Executive Assistant

A superb reply to Aaron. It is impossible to have finger on everything Council is doing but
when we do a deep dive into an issue, it gives a sense of confidence or not in that part of
NCC operation. This has happened repeatedly in infrastructure area where we generally
get good answers to tough questions, and hence my pretty high respect for Alec.

on public forum presentation request

Dear LGOIMA s7(2)(a)
I have received your request to present at public forum at tomorrow's Council meeting and
regret to advise that I have declined your application.
I have received a number of applications who want to present on PC30 issues and have
consistently declined them. This is because our Standing Orders specifically exclude
matters that are subject to a hearings or quasi-judicial process. I also note that our standing
orders require an application at least two clear working days prior to a meeting and that
was not met.
You have raised concerns that at the November meeting the Airport Company in
presenting to Council on its six month report included a slide noting the agreement
between NAL and the Nelson Golf Course on the runway extension. The abbreviated
bullet point did not include a fuller description of that agreement and could be
misinterpreted. I intervened as Chair and ask that there be no reference made to the airport
runway extension or PC30 and this was complied with.
I will reiterate to Council at tommorow's meeting that their decision on PC30 must be
made solely on the 333 page report from the independent commissioners and that any other
material should not be included in their consideration.
