Dear Mr Mcclure,  
 
I refer to your request(s) under the Official Information Act 1982 (the Act) received on 24 January 
2025 requesting the following information from the Ministry of Business, Innovation and 
Employment (Ministry): 
 
 
 
“I would like to know dating from the 1st of January 2023 until present how many Australian 
citizens have been denied entry to New Zealand due to posting content on Youtube... 
 
I would also like to know the justification behind these denials because I dont remember new 
laws being passed saying it is illegal to film and post videos on youtube.” 
  
 
 
 
Our Response 
 
We  can  confirm  that  88  Australian  passport  holders  were  refused  entry  since  1  January  2023  for 
various reasons (i.e. character concerns). However, your request for Australians being denied entry 
due to posting on Youtube is being refused under section 18(e) of the Official Information Act as the 
information being requested does not exist. 
 
Australian passport holders must ordinarily meet the requirements of the Immigration Act 2009 and 
the  Immigration  Instructions  that  apply  to  Residence  Class  Visas  to  be  granted  a  visa  and  entry 
permission  on  arrival  in  New  Zealand  (see  https://www.immigration.govt.nz/about-us/policy-and-
law/how-the-immigration-system-operates/immigration-instructions).  
 
Posting content on YouTube or another online platform is not a reason to decline a visa or refuse entry 
permission,  however  that  content,  depending  on  its  nature,  may  support  an  assessment  that  the 
traveller does not meet a specific visa and entry requirement or requirements.
