Thank you for your email on 23 January 2025 to the Ministry of Business, Innovation and Employment 
(MBIE) requesting, under the Official Information Act 1982 (the Act), the following: 
 
May I kindly ask how many total APEC Business Travel Card (ABTC) holder you have on record. 
 
On 21 February 2025, we extended the time available for us to make a decision on your request under 
section 15A(1)(b) of the Act, as consultations necessary to make a decision on your request meant 
that a proper response to the request could not reasonably be made within the original time limit. 
 
On 7 March 2023, MBIE advised you that we had decided to grant your request, but that it would 
take us some time to prepare and process the information for release.  We apologise for the delay 
in response. 
 
Our Response 
 
There are 522,577 current APEC Business Travel Cards (ABTCs) issued, as at 16 February 2025.
