CLASSIFICATION  
Update on NZAS work 
1.  This aide memoire provides you with a brief update on our work this week reviewing the 
electricity contracts for NZAS. 
2.  Concept Consulting (our contractor) and Energy Link (for NZAS) have reached very 
different recommendations on the potential industrial allocation treatment of the 
electricity contracts. The difference equates to approximately $50 million per year. 
3.  We gathered detailed information from the modellers this week on their assumptions. 
Additionally, Concept has considered and provided feedback on Energy Link’s work. 
Energy Link will review Concept’s work today. 
4.  We have contracted a third expert (Sense: Partners) to answer the following questions: 
i. 
Are the Concept Consulting analysis and assumptions reasonable?  
ii.  Is there anything in the Energy Link material that is both substantially better and 
would make a material difference to the outcome? 
5.  That expert will provide a report to us in a few days, before 22 May 2024. We will report 
to you soon afterwards.
