Purpose
1. This aide memoire provides you with talking points for the 6 November meeting of
the Cabinet Economic Policy Committee (ECO) to support you present the
following cabinet papers:
i.)
The second emissions reduction plan
ii.)
Afforestation on Crown-owned land
iii.)
Managing whole farm conversions to exotics forests registering in the ETS

2. Overall, I would like to thank Ministers and their agencies for working with me on
the
three papers I am presenting today. This is particularly true of the second
emissions reduction plan, with multiple Ministers responsible for actions out of their
portfolios.

Appendix 1: Additional information and Q&As on managing
farm conversions to exotic forestry registering in the ETS
Policy proposal
1. The paper seeks agreement to restrict the registration of exotic forests in the ETS on
New Zealand’s most versatile agricultural land. The proposed policy changes include:
a. a moratorium on exotic forestry registrations on Land Use Capability (LUC) class 1-
5 farmland
b. an annual hectare limit of 15,000 hectares for exotic forestry registrations on LUC
class 6 farmland
c. 9(2)(f)(iv)
d. an exemption from the above limits on up to 25% of LUC class 1-6 land on a farm
e. exemptions from the above limits on some types of Māori land
f. exemptions on Crown-owned land being made available for afforestation through
partnership with the private sector. Productive farmland managed by Pāmu would
not be exempt.
g. transitional arrangements for foresters mid-investment
2. We are not proposing any constraints on ETS registrations on LUC class 7-8 farmland,
forests already registered in the ETS, or indigenous afforestation via the ETS.
Response to Ministerial feedback
3. In response to feedback from the Minister of Finance, Hon Nicola Willis, officials prepared
a final regulatory impact statement to accompany the Cabinet paper. A cost estimate for
the changes to the ETS system needed to implement the policy was also added.
4. In response to feedback from the office of Hon Andrew Hoggard, Associate Minister of
Agriculture, we noted that productive farmland managed by Landcorp Farming Limited
(Pāmu) would not be exempt.

Is it fair to exempt Crown-owned land from these restrictions on ETS registration?
13. The Government is simultaneously progressing work to make Crown land available for
public/private afforestation partnerships.
14. The paper currently proposes a limited exemption from these ETS restrictions for certain
Crown land. 9(2)(f)(iv)
15. Landcorp Farming Limited (Pāmu) land, for example, wil stil be subject to the proposed
restrictions on ETS registration.
