ITEM ONE: INTRODUCTION AND CONFLICTS DECLARATION
David Tapsel ’s (Chair) flight was delayed so David Hunt stepped in to Chair the meefing unfil he arrived (around 11am). Conflicts were provided ahead
of the meefing, and through out the applicafion discussion (perceived), the Secretariat added these to the register.
ITEM TWO: PRESENTATION FROM SECTOR BASED OFFICIALS – MHUD
Reed Inwood, David Shamy and Natasha Tod joined the meeting to give a presentation on the priorities for Ministry of Housing and Urban
Development (MHUD). The Group had time to ask the MHUD officials specific questions relevant to their assessment process. MHUD spoke to the
documents they had shared and outlined some of the constraints that slow down development. They gave some advice on what could be considered
regionally significant, but typology along with size and location was crucial to assessing significance.
After the MHUD conversation, The Group discussed that the Bill doesn’t allow them to grant a plan change, but you can grant a resource consent. The

The Group discussed housing projects and what they considered is significant. MHUD had given the Group a steer on what would be significant for
each region. The Group discussed that affordable housing may be ranked higher given they would be helping to alleviate the housing pressures for
first home buyers.

ITEM TWO: UPDATE FROM OFFICIALS
Officials updated the Group on the cross-agency briefing they are currently working on. It is likely
to go up on Monday 22 July.
The Chair updated the Group on a request from EDS and the reply that will be sent back.
ITEM THREE: SECTOR PRIORITISATION DISCUSSION
For each sector, the Group discussed their thinking behind the priorifisafion of each sector and
subsector and how that would inform the narrafive text in the recommendafion report. They
made some decisions on ranking and how best to ensure consistency throughout their rankings.
The Group decided to change name of the Urban Development Secfion to Housing and Land
Development.
The Group noted that applicafions that were solely seeking a plan change would be not listed as
the Group cannot grant a plan change.
The Group discussed the fact that reconsenfing where it adds new power is good and wil be
ranked more highly than those that are just reconsenfing for cost/efficiency. It wil not rank as
highly as a project that is adding new supply.
