I have just been on the Principals’ Facebook page reading the feed about vaccination
exemptions. I have a situation that I am very concerned about, however do not want to write it

I have a staff member who has told me that she cannot have the vaccine and has an exemption.
She was rather cagey about the reason why, and I didn’t feel I could ask. I asked for her medical
certificate which she gave me. My concern is that the doctor is 9(2)(a)

The certificate is dated September 8, which is a month before

My concern is that my staff member may have got this certificate on false grounds. I am unsure
what to do about this. Any thoughts? Would the doctor have to send an application to the MoH
or do they just write a certificate?
I would really appreciate some assistance with this. I have been asking the MoE about this
exemption since the mandate, and have had no joy. This new information only became apparent

I write to express my concern at the unworkable nature of the Vaccination Health Order.
Principals are concerned at the gaming of medical exemptions created by a lack of detail around
the definition of a
suitably qualified medical practitioner and a criterion for what constitutes a

condition that is exempt. The Vaccination Health Order is vague, stating
‘physical and other
needs’.
Principals are currently receiving medical exemption certificates from doctors, osteopaths,
homeopaths, discredited anti-vax doctors, psychotherapists, and others.
With 10 school days until the 15 November the situation is untenable. A process and criteria to
apply for and receive an exemption has not yet been received by the profession. As a
consequence, the Health Order is being actively undermined.
This situation is causing significant stress right across the education workforce and particularly
for principals who do not have the appropriate information nor legal clarity on which to

discharge their duties.
Principals need good information to work with staff who are unvaccinated or seeking a medical
exemption so that fair and respectful employment processes can be followed. In addition, some
schools need to replace staff who are unable to work in face-to-face settings and 10 school days
is insufficient time to effectively do this.
This issue needs to be urgently resolved and principals need advice by Monday 1 November.

I can not stress the importance of acting quickly on this matter to preserve the good order and
confidence of the education workforce and successful enact the Vaccination Health Order.
