Thank you for your emails of 6 December 2024 requesting the following information under the Official 
Information Act 1982 (the Act). I will respond to each email in turn as follows: 
 
Please provide plans for the altered road layout at Telephone Road/Marshmeadow 
Road/Holland Road intersection and Telephone Road railway crossing as per the recent 
announcement of re-opening of the Telephone Road railway crossing. 
 
The detailed design of the road layout is contained in the following document: 
 
•  Attachment 1 – Telephone Road SH1B-Holland Road design (drawing)
 
Certain information has been withheld under section 9(2)(a) of the Act to protect the privacy of natural 
persons, including that of deceased natural persons. 
 
With respect to the information that has been withheld, I do not consider there are any other factors 
which would render it desirable, in the public interest, to make the information available. 
 
Please provide detailed information on how Waka Kotahi New Zealand Transport Agency 
assesses the safety of railway crossings. 
 
NZ Transport Agency Waka Kotahi (NZTA) works closely with KiwiRail as they are the experts in this 
field.  
 
Level Crossing Safety Impact Assessment (LCSIA) and So Far as is Reasonably Practicable 
(SFAIRP) processes are also undertaken when working on proposals for railway crossings. As 
KiwiRail would be able to provide further information on these processes, we suggest that you contact
