Overview
There is current intelligence indicating a national Hīkoi from Te Hapua (Northland settlement), to
Wellington, is to commence on or about 8 November 2024, with the intention of arriving at
Parliament Grounds in Wellington by 18 November 2024.
The Hīkoi arrival was set to coincide with the introduction of the “Treaty Principles Bil ” on Monday
18 November, followed by its first reading on Thursday 21 November. However, the decision was
taken on Thursday November 6, 2024, that the introduction of the Bill was changing to Thursday
November 7th with the reading now scheduled for November 14, 2024. National Hikoi organisers
have stated that this move doesn’t change anything for the hikoi, and it will still proceed as
planned.
The scale and nature of the Hīkoi is currently evolving, s 9(2)(g)(i)
ACT 1982
A current estimate of numbers attending is predicted to be upwards of
15,000 attendees, with scanning indicating that numbers could reach 25,000.
Over the course of the Hikoi organisers have confirmed with NZTA the hīkoi will march from Te
Rerenga Wairua (Cape Reinga), to Kaitāia, Whangārei, across the Auckland Harbour Bridge to
Bastion Point, Huntly, Hamilton, Rotorua, Hastings, Palmerston North, and Porirua. We are also
advised that Iwi from Taranaki and Te Tairawhiti intend to join the larger hikoi along the route.
The hikoi has a current Kaupapa of being peaceful. This Kaupapa is also endorsed by NZ Police.
NZTA are well connected nationally and regionally with the NZ Police to co-ordinate our approach

to responding to this event which will cause disruption to our networks.
We are aware there are two parts to this hikoi, there is a group of participants who will relay from
Northland to Wellington. They intend to have up to 20 runners with a support van that will take it in
turns to travel between locations running along the state highway and local roads of the cities and
towns they will travel through.
The other group of participants will have vehicles. At certain
activation points along the route, they
intend to hikoi through townships, generally between 10am until 12noon, then return to their
vehicles and move onto the new town/city. Some of the routes involved are Local Council roads for
example, we anticipate there will be no impact in Waikato on State Highways. However, this is
subject to change as more information comes together.
Planning is well advanced in all regions. Due to the nature of the hikoi being over a week, NZTA
could change the response in real time as the situation unfolds over the time the event leaves
Northland until it arrives in Wellington.
The Official Domestic and Security Group (ODESC) was activated on October 15, 2024, to support
the government agencies impacted by this hikoi.
On October 30, NZ Police formally asked NZTA to work with them to facilitate movement across
the Auckland Harbour bridge. NZTA agreed to plan alongside NZ Police and the Hikoi organiser
and then take a decision to the board on this matter.
National Hikoi organisers have stated that this move doesn’t change anything for the hikoi, and it
will still proceed as planned.

WTOC Responsibility
A separate Operational Plan is available for review if required. This document details how WTOC
intend to response in real time and how the handover will be conducted between ATOC and
WTOC.
This plan is in draft form, as WTOC will be able to add information as the hikoi progresses through
the country.

Because the greatest impact to Auckland is a key risk for NZTA and particularly given the intention
to transverse the Auckland Harbour Bridge, ATOC will stand up an IMT for Wednesday November ACT
13th.
SITREP reporting
Both ATOC and WTOC reporting via SitReps will be completed when they are the lead TOC.
The schedule for SitReps will be:
• Sitreps will be released each day (except November 13th - Auckland leg and November
19th – Parliament leg) at 1730hrs and this will sum up the days oversight of the hikoi.
• On November 13th and 19th, Sitreps will be released at:
o 0900hrs

Auckland Harbour Bridge
ASM, NZ Police and ATOC have jointly worked together to facilitate the hikoi traversing the AHB.

The hikoi organisers have provided assurances that they will adhere to the conditions of the walk
across the AHB.
The traffic management plan developed has provided options on risks, provided options for full and

partial closure and meeting points.
This is the most disruptive section of the hikoi as it impacts, state highways, local roads, and public
transport.
Police Operation
UNDER
NZTA is well connected to the NZ Police regionally and national. NZ Police have advised they
intend to stand up the Major Operations Centre (MOC) based at Police National Headquarters from
November 11 for the duration of the Hikoi through until at least November 21.
NZ Police are receiving TOC’s Heads Up text for category 3 and above, this will al ow real time
planning as the Hikoi advances through the motu.
NZ Police are sharing their intelligence reporting with NZTA.

National JM is the POC for the MOC.
Communications and Media
Joel Rowan is the Public Information Manager (PIM). He is receiving support from Aimee Brock
and Andy Knackstedt.
The PIM is well connected into other PIM staff from other government organisations including NZ
Police who are the lead on comms.

A communications plan is approved in consultation with Karen Jones the GGM Engagement and
Partnership. The plan covers a comprehensive way NZTA will communicate with the public
including traffic bulletins and social media channels. It also covers tasks such as an email to our
staff and contractors about the hikoi coming through.
The comms plan has provided Templates for use by TOCs for social media. This is a first for our
response and sets the scene for working together in any future responses.
In accordance with the Public Service Commission, NZTA have released a statement for all NZTA
staff who intent to participate in the Hikoi. This statement includes exploring the political neutrality
of government employees. This document is on OnRamp and has been shared in the People

A media spokesperson has been agreed, if NZTA wish to have someone available.
On November 5, 2024, the first request for commentary on the hikoi was received and responded ACT
to by the National Media Manager. The nature of the request was relating to the level of disruption
that was anticipated and what should the public do.
NZTA/ATOC and AT have agreed to provide a media release on Tuesday November 12th, 2024,
this media release will advise of the disruptions expected in Auckland on Wednesday November
13th, 2024.
Risk and Assurance Manager has advised that there is need for any communications to be
delivered to regional offices.
PIM is monitoring the need to provide information to the Bowen Street NZTA offices which is near
parliament grounds.
