Thank you for your email on 5 December 2024, asking Health New Zealand | Te Whatu Ora for the
following under the Official Information Act 1982 (the Act):
“Under the Official Information Act 1982, I would like to kindly request information regarding
government contracts in the health IT sector, specifically focusing on
1. Clinical Electronic Record Management: Systems used for storing, managing, and
accessing patients' electronic health records.
2. Employment Match Algorithms: Software or algorithms used to match healthcare
professionals to job vacancies or placements within the health system.
I would greatly appreciate your assistance with the following:
1. Completed Contracts (Past Five Years):
A list of all government contracts completed in the past five years related to clinical
electronic record management and employment match algorithms.
For each contract, please provide
- The total value of the contract.
- The names of the vendors or contractors who were awarded the contracts.
- The completion date of the contract.
2. Current Contracts Friday 6th December 2024
A list of all ongoing government contracts related to the above-mentioned areas as of
Friday 6th December 2024
For each contract, please include:
- The total value of the contract.
- The names of the vendors or contractors fulfilling the contract.
- The expected completion date.
3. Tender Applications
The number of applications received for tenders related to the contracts mentioned above.
If possible, a brief summary of the selection criteria used.
4. Upcoming Tenders (Next 5 years)
Information about any upcoming tenders for clinical electronic record management and
employment match algorithms anticipated within the next 5 years.
This includes anticipated release dates and any relevant criteria for applicants.”
Response
Health NZ is unable to provide you with the information requested.
The information requested for clinical electronic record management systems is held in multiple
contract management systems and would require Health NZ to look at each system individually.
In order to provide you with this information, Health NZ staff would need to assess a large number
of contracts, which would require substantial collation and research. As such, we refuse your
request under section 18(f) of the Act. We do not consider that fixing a charge or extending the
timeframe for response would assist.
Health NZ is unable to provide you with the information requested for employment match
algorithms as we do not use employment match algorithms or software. As such, your request for
this information is refused under section 18(e) of the Act as this information does not exist.
