OIA request 24/25 0584 Request for citizenship by grant statistics 
Thank you for your Official Information Act (Act) request received by the Department of Internal 
Affairs (Department) on 12 December 2024, by way of transfer from the Office of Hon Erica 
Stanford under section 14(b)(ii) of the Act. This section provides that the information, or some 
of the information, to which the request relates is believed by the person dealing with the 
request to be more closely connected with the functions of another department. 
You requested –  
•  Please provide the total number of people born in New Zealand who have been granted 
citizenship since the inception of birthright citizenship without a mother of father who is 
a citizen of New Zealand. 
In response to your request, a person is considered a New Zealand citizen by birth if, at the time 
of their birth, at least one parent is a New Zealand citizen or holds a visa that allows them to 
reside in New Zealand indefinitely. If they are born in New Zealand and do not meet this 
requirement they can apply for citizenship by grant. 
I can advise that 4,764 people received citizenship by grant between 1 January 2006 and 31 
December 2024 where their country of birth was ‘New Zealand’. 
As this information may be of interest to other members of the public, the Department has 
decided to proactively release a copy of this response on its website. All requestor data, 
including your name and contact details, will be removed prior to release. The released 
response will be made available here: www.dia.govt.nz/Official-Information-Act-Requests-2.
