Thank you for your email on 5 December 2024 requesting a ten-year history of Exotic
afforestation. Your request has been considered under the Of icial Information Act 1982 (OIA).
You requested the following:
Can you please provide an exact 10 year history of Exotic afforestation across the 8 LUC
grades, including total hectares per LUC across all of New Zealand.
On 17 December 2024, the Ministry for Primary Industries (MPI) reached out to confirm that we do
not hold the information in the form you have requested.
To provide the information requested would require an analysis of the National Land Use Map
(LUM) data on the Ministry for the Environments (MfE’s) website and information on Manaaki
Whenua’s website. Therefore, with reference to section 18(f) of the OIA as the information you
have requested is not centrally held by MPI and would require us to compile and analyse various
forms of data, this part of your request is declined.

The Land Use and Carbon Analysis System (LUCAS) Land Use Map was created to monitor
changes in land use across milestone dates (every 4 years - the most recent at
December 2020). For more information on the LUCAS Land Use Map, please follow this link

I understand following our previous correspondence with you, you were advised we would be
able to provide an aggregate view of all post-1989 forest land currently registered in the New
Zealand Emissions Trading Scheme (NZ ETS) segregated by LUC. Table One below shows
post-1989 forest land registered in the NZ ETS, grouped by LUC class.

This table has been produced by spatially intersecting the LUC dataset with the post-1989
forest land registered in the NZ ETS as at 31 December 2024. As NZ ETS is a voluntary
scheme, any areas of post-1989 forest land that are not registered in the ETS are not
included in the data above.
To register in the NZ ETS, land must meet the definition of forest land prescribed by
section 4
of the Climate Change Response Act 2002 and undergo an eligibility assessment against
these criteria. Please note that due to dif erences in mapping granularity and definitions
between the LUM and NZ ETS, some areas that are defined as post-1989 forest land in the
LUM data may not meet the definition of post-1989 forest land in the NZ ETS and vice versa.
