OIA request 24/25 0537 Request for funding to Oranga Marae
Thank you for your Official Information Act (Act) request received by the Department of Internal
Affairs (Department) on 3 December 2024.
You requested –
•
I would like to request any payments made to Oranga Marae since the inception of the
board.
•
I would like to request the process that is used to determined the allocations Oranga
Marae receives, ie is it applied for, is it a fixed percentage?
On the same day you also requested –

I would like to request all funding allocations made to Oranga Marae since the inception
of the board.

I would like also like to know how the amount allocated is determined.
When multiple OIA requests are made on the same/similar topic within a short period by the
same person, each request is treated as an amendment or refinement to the original request,
per section 15 (1AA) of the Official Information Act. As such your requests have been

*Some years the Board receives an additional payment from Lotto NZ due to increased profits.
The Board is then able to make secondary allocations. A number of committees, including
Oranga Marae, benefitted from this additional payment in the years denoted above with an
asterisk.
For additional context, total lottery profits allocated by the Board have seen an increase over
this period of time. In 2017/18, total distribution from the Board totalled $271,476,998.
This year to date, the Board has allocated $398,029,957.
I can advise Te Puna Tahua Lottery Grants Board (the Board) does not make allocation decisions
to specific committees or funds, including Oranga Marae, in isolation. The wider needs of
communities to whom the Board must have regard, as set out
in section 277 of the Gambling
Act 2003, are balanced against available lottery profits at the time the Board makes its
decisions.
When the Board considers the amounts allocated to each of its committees or funds, it will
incorporate the following considerations into its decision making:
a. how allocation decisions align with the Board’s strategic direction and strategic
outcomes;
b. that allocation decisions are aligned with the Board’s Equity policy and interim Te
Tiriti o Waitangi policy and;
c. that the Board’s Lottery Community committee funding formula is utilised to help
determine the amounts provided to each of the Lottery Community committees.
