ITEM ONE: INTRODUCTION AND CONFLICTS DECLARATION
David Tapsel ’s (Chair) flight was delayed so David Hunt stepped in to Chair the meefing unfil he arrived (around 11am). Conflicts were provided ahead
of the meefing, and through out the applicafion discussion (perceived), the Secretariat added these to the register.
ITEM TWO: PRESENTATION FROM SECTOR BASED OFFICIALS – MHUD
Reed Inwood, David Shamy and Natasha Tod joined the meeting to give a presentation on the priorities for Ministry of Housing and Urban
Development (MHUD). The Group had time to ask the MHUD officials specific questions relevant to their assessment process. MHUD spoke to the
documents they had shared and outlined some of the constraints that slow down development. They gave some advice on what could be considered
regionally significant, but typology along with size and location was crucial to assessing significance.
After the MHUD conversation, The Group discussed that the Bill doesn’t allow them to grant a plan change, but you can grant a resource consent. The

The Group discussed housing projects and what they considered is significant. MHUD had given the Group a steer on what would be significant for
each region. The Group discussed that affordable housing may be ranked higher given they would be helping to alleviate the housing pressures for
first home buyers.

We write regarding CCKV Maitai Dev Co LP. CCKV Maitai Dev Co LP Maitahi Village project is one of the 149
projects selected to be listed in Schedule 2 of the Fast-track Approvals Bill.
We are pleased to advise progress since the initial fast track application and follow up correspondence on 4
July 2024 regarding Plan Change 28 which enables the underlying zoning for Maitahi Village.
11 November 2024, Final Decision of the Environment Court
20 November 2024, Environment Court Confirmed Final Plan Provisions
5 December 2024, Nelson City Council Final Approval of Plan Change 28 (PPC28) and
authorisation to make PPC28 provisions operative on 19 December 2024.
Maitahi Village has now satisfied the rigorous Plan Change 28 process including with extensive widespread
consultation followed by a favourable recommendation by a Council appointed Independent Hearing Panel
then Nelson City Council endorsement.
In the Fast-Track Projects Advisory Group Report to Ministers, Maitahi Village ranked within Priority Group One
of Schedule 2A Projects, Further our Resource Consent documentation is in final draft and near ready for
lodgement.
To that end, can you please provide an estimated timeframe for when the application form referred to in
current clause 24D(1)(a) of the Bill will be made available to applicants, and a timeframe for when the EPA will
begin receiving applications?
