Thank you for your email of 9 December 2024 to the Ministry of Business, Innovafion and
Employment (MBIE) requesfing, under the Official Informafion Act 1982 (the Act), the fol owing
informafion:
al documents and analysis supporfing the Advisory Group's decision to assign this project
as Priority Five, when project FT236 Maitahi Village was assigned Priority One and project
FTA251 The Māpua Development was assigned Priority 2
On 28 January 2025, we extended your request by 20 working days to allow for necessary
consultafions before a decision could be taken on your request.
Please find aftached the documentafion relevant to your request, as detailed in the aftached
document schedule.
Please note that while your request was transferred from the Ministry for the Environment (MfE),
I believe the majority of informafion captured in your request was proacfively released on the
following MfE webpage:

approvals/fast-track-projects/tahimana/. The independent Advisory Group made recommendafions to three joint Ministers on projects
the Group considered suitable for inclusion in Schedule 2 of the FTA Bil . The jusfificafion and

redacted.pdf. In so far as your request is for the above informafion, I have decided to refuse it under secfion
18(d) of the Act, as the informafion is publicly available.
Please note some informafion has been withheld under the fol owing secfions of the Act:
9(2)(a), to protect the privacy of natural persons, including that of deceased natural persons;
9(2)(b)(ii), to protect information where the making available of the information would be likely
unreasonably to prejudice the commercial position of the person who supplied or who is the
subject of the information;
9(2)(f)(iv), to maintain the constitutional conventions for the time being which protect the
confidentiality of advice tendered by Ministers of the Crown and officials; and
9(2)(g)(i), to maintain the effective conduct of public affairs through the free and frank expression
of opinions by or between or to Ministers of the Crown or members of an organisation or officers
and employees of any public service agency or organisation in the course of their duty.
I do not consider that the withholding of this informafion is outweighed by public interest
considerafions in making the informafion available.
Please note the two email chains being released are part of the same broader email chain, with a
porfion removed that is unrelated to your request, as it reflected consultafions that were
undertaken on a separate request under the Act.
