• Hong Kong citizens are eligible to hold two passports: British National Overseas (BNO) and
Hong Kong Special Administration Region (HKSAR).
• Hong Kong passport holders are eligible to enter New Zealand under the visa waiver
programme. Since 01 October 2019 Hong Kong passport holders who do not hold a visa
must obtain a New Zealand electronic Travel Authority prior to travel. This now includes
submission of a face image that is matched against existing INZ records. Any person who
declares a section 15 exclusion ground must apply for a visa instead.

• Since 31 March 2024 the paper-based Passenger Arrival Card has been replaced by the New
Zealand Travel Declaration (NZTD). The NZTD allows travellers to complete their digital
arrival declaration from 24 hours before starting their trip to New Zealand. 6(c) of the OIA
