Tēnā koe Ms Sharp
Thank you for your email of 12 November 2024 to Te Kaunihera o Pōneke | Wel ington City Council
(the Council) requesting information regarding Closed Circuit Television (CCTV) and Automatic
Number Plate Recognition (ANPR) cameras
. Your request has been considered under the Local
Government Of icial Information and Meetings Act 1987 (LGOIMA). Please find my response below.
1. A list of all public facing CCTV cameras owned or operated by Wel ington City Council (WCC)
and Council Control ed Organisations (CCOs) where possible.
You can find a list of al locations and a map of the CCTV locations within Wel ington City on our
website,
here. For this reason, I am refusing you request pursuant to section 17(d) of the LGOIMA, as
the information requested is or wil soon be publicly available.
Al CCTV cameras used by the Council are Bosch Autodome 7000i, Bosch Autodome 5000i or Bosch
Flexidome 7000i.
2. A list of all Automatic Number Plate Recognition (ANPR) cameras owned or operated by
WCC and CCOs where possible.
Please find attached, as
Appendix 01 to my response,
Table 01 which outlines the locations of the
ANPR cameras that are live and in testing, as wel as the vehicles that have been equipped with
ANPR cameras.
During 2024-25, the Council is undertaking a programme of work to gradually introduce more fixed
cameras to monitor key bus lanes. Bus lanes are a critical component of Wel ington’s Transport
strategy. They efficiently transport large numbers of passengers, reducing vehicle numbers at peak
travel times. The intention of monitoring the bus lanes is to ensure that the bus lanes are being used
for what they are intended and to promote safety.
Additionally, Parking Services has introduc
ed four new cars with the latest licence plate recognition
technology (LPR). As parking becomes more in-demand, there is increased need for our parking
officers to be in more places, more often, to provide enforcement. LPR vehicles wil enable our
parking officers to be in more places, more often, and wil improve efficiency and consistency.
These vehicles are only being used for occupancy survey purposes at this stage.
3. A list of all planned public facing CCTV cameras to be instal ed by or on behalf of WCC and
CCOs where possible.
There are currently no plans for further instal ation of CCTV cameras for 2025. Please see in
Appendix 01 - Table 02, which shows the newest installations of CCTV cameras in 2024.
4. A list of all planned ANPR cameras to be installed by or on behalf of WCC and CCOs where
possible.
As per my response to question two, please see
Appendix 01 – Table 01, which shows which
cameras are currently in testing mode.
For all four questions, I am withholding the GPS coordinates, pursuant to section 7(2)(d) of the
LGOIMA, to avoid prejudice to measures protecting the health and safety of members of the public.
As per section 7(1) of the LGOIMA, I do not consider that in the circumstances of this response, the
withholding of this information is outweighed by the other considerations which render it desirable to
in the public interest to make the information available.
You have the right, by way of complaint under section 28(1) of the LGOIMA, to request an
investigation and review of the Council’s decision to withhold and refuse information by the
Ombudsman. Information about how to make a complaint is available at
www.ombudsman.parliament.nz or freephone 0800 802 602.
If you require further information, please contact
[email address].
