Thank you for your emails on 6 November 2024, requesting the following under the Official 
Information Act 1982 (the Act), which was transferred from Ministry of Health to Health New 
Zealand | Te Whatu Ora (Health NZ) on 11 November 2024: 
 
1.  "Could i please request data for the total number of urgent care (UC) clinics over the 
last 10 years with the ownership of each clinic included. If ownership is too 
commercially sensitive deidentified data wil  do. Additionally please provide the address 
of each of these UC clinics. Additionally whether there are any licenses for UC clinics 
intended to be given out in the near term future. If so which operators are intended to 
receive these." 
 
2.  “Could data be provided for the last 10 years for the annual percentage change in 
funding for non first level (first contact services)? The Annual statement of reasonable 
GP fee increases provides data for the annual percentage change for first level (first 
contact services) but not for other services (i.e. HUHC, CSC at VLCA and non-VLCA 
clinics)." 
 
3.  "Please provide data for the number of patient enrolments by the largest 10 operators 
for the last 10 years. If not commercially sensitive please identify these top 10 
operators, if sensitive, deidentified data wil  do. Total enrolments has been previously

To ensure simplicity, I wil  answer each request in turn. 
 
1.  "Could i please request data for the total number of urgent care (UC) clinics over the 
last 10 years with the ownership of each clinic included. If ownership is too 
commercially sensitive deidentified data wil  do.”  
 
 


 
Health NZ only holds information on the number of Urgent Care Clinics (UCCs) we currently 
contract with.  
 
We do not hold information regarding how this number has changed over the last 10 years as 
these contracts were previously managed by former District Health Boards. Therefore, I am 
refusing your request under section 18(g) of the Act as the information you have requested is not 
held by Health NZ and we have no grounds to believe that the information is held by another entity 
subject to the Act. 
 
I am, however, able to refer you to Appendix One which shows the number of UCCs that are 
currently contracted to Health NZ. 
 
Regarding ownership of UCCs, Health NZ only holds information on the legal entity name. 
However, you may be able to find ownership details by searching the legal entity name on the New 
Zealand Companies Office website at companies-register.companiesoffice.govt.nz/.  
 
You also asked, 
 
“Additionally please provide the address of each of these UC clinics.” 
 
 
Data about UCCs, including the physical address, is publicly available on our Health NZ website at 
tewhatuora.govt.nz/for-health-professionals/data-and-statistics/nz-health-statistics/data-
references/code-tables/common-code-tables/#facility-code-table.  
 
You also asked, 
 
“Additionally whether there are any licenses for UC clinics intended to be given out in the 

near term future. If so which operators are intended to receive these." 
 
There are no contracts currently being considered for engagement in the near future (which we 
have interpreted as within the next few months), therefore, I am refusing your request under 
section 18(g) of the Act as the information you have requested is not held by Health NZ and we 
have no grounds to believe that the information is held by another entity subject to the Act.  
 
You also requested the following,

I note that you are requesting annual percentage changes over the last 10 years. Health NZ does 
not hold this specific calculation; however, we can provide the data around the changes in 
capitation funding from the last 10 years. Please refer to Appendix Two.
