Thank you for your email, received on 6 November 2024, to Oranga Tamariki—
Ministry for Children (Oranga Tamariki) requesting information on communication
regarding the Military Style Academies and Young Serious Offenders. Your request
has been considered under the Official Information Act 1982 (the Act).
You have requested:
•
al communications and documents that record those communications
between Oranga Tamariki officials and iwi, including records about iwi, as
it relates to Military Style Academies and Young Serious Of enders work.
•
al communication and records from Oranga Tamariki officials that discuss
Te Tiriti o Waitangi as it relates to Military Style Academies and Young
Serious Of enders work.
We have interpreted your request as pertaining to communications related to
legislation providing for Military Style Academies and Young Serious Offenders –
Oranga Tamariki (Responding to Serious Youth Offending) Amendment Bil .
The Bill is part of a broader range of measures the Government is implementing to
tackle serious and persistent youth offending. Under the Bil , if a young person is
declared to be a Young Serious Offender (YSO) the Youth Court will have additional
tools (including the Military-Style Academy order) to use to ensure that serious and
persistent young offenders are held to account and supported to make impactful
changes that enhances their lives. To read the Bil , visit:

I have addressed each of your questions below.

identified as in scope of this part of your request. Please note that:

the privacy of natural persons, including that of deceased natural persons

excerpt of the contents where material is out of scope of your request.

Due to the substantial amount of work that would be required to collate the information
you have requested, this part of your request is refused under section 18(f) of the Act,
on the grounds that collating the information requested would have a significant and
unreasonable impact on the ability of Oranga Tamariki to carry out its other operations.
We have considered whether charging you would help, as required by section 18A of
the Act. However, we do not believe this would reduce the impact that responding to
this part of your request would have on our core operations.
We have considered consulting with you, as required by section 18B of the Act.
However, we do not believe that it would be possible to refine this part of your request
in a way that would provide the information you are requesting or would reduce the
impact that responding would have on our core operations.
Oranga Tamariki may make the information contained in this letter available to the
public by publishing this on our website with your personal details removed.
