OIA 24-25-37: Digital Team Structure
Thank you for your email of 29 October 2024 to New Zealand Trade and Enterprise (NZTE),
making a request under the Official Information Act 1982 (the Act). You requested the following
information:
I have heard there has been a recent restructure within the larger Digital team and am
interested in understanding the new organisational framework.
Please provide a current organisational chart of the department, outlining the job titles (without
including individual names).
Please include the exact advertised job descriptions of the GM Digital and the CTO and the
person responsible for the infrastructure team and the manager of the infrastructure team (as I
understand it - these are all different people). If not please just share the job descriptions of the
managerial line from the GM to the engineers.
Additionally, I would appreciate it if you could share the current ratio of managerial positions to
non-managerial positions within the department.
I am also interested in knowing which positions were responsible for the designing the
restructure and whether any of these team members involved in planning or implementing the
restructure experienced changes to their roles, including any instances where positions were
eliminated or phased out.
Finally I'd like to know how the size of the team prior to the restructure and after (in FTEs).
Answers to your questions are as follows.
1. Please find the Organisation Chart for the Digital and Data team as at 29 October 2024
attached as Appendix One.
2. Please find the advertised job descriptions for General Manager Digital and Data, Chief
Technology Officer, Director Infrastructure Security, and Cloud Infrastructure Manager
attached as Appendix Two.
3. Based on the attached Organisation Chart, the current ratio of managerial positions to non-
managerial positions within the Digital and Data team is 1:4 (16 People Leaders to 66 total
Digital and Data team members).

4. Please note that this answer solely relates to the Digital and Data team restructure which
took effect in July 2024.
The positions involved in the initial design of the restructure of the Digital and Data team
included the General Manager – Digital and Data and the rest of our Executive Leadership
team consisting of the Chief Executive and the other NZTE General Managers.
Following the initial design, the positions in the Digital and Data team included in the
further iteration and implementation of this restructure were engagement with the Chief
Technology Officer, Chief Data and Analytics Officer, and the Director Digital Products with
the final decision maker after consultation and consideration of feedback being the General
Manager – Digital and Data.
The General Manager – Digital and Data did not have any changes to their role as a result
of the restructure. The Chief Technology Officer, Chief Data and Analytics Officer and the
Director Digital Products had changes to their roles or responsibilities which included an
increase or decrease in the number of direct reports and team members, and/or
responsibilities that form part of the position(s) expectations.
5. Prior to restructure changes taking effect, as at 30 June 2024 the Digital and Data team
had 70.9 FTEs. As at 31 October 2024, the Digital and Data team had 57.8 FTEs. Please
note that this answer relates to FTEs, whereas the answer in question three relates to total
headcount.
