OIA request 24/25 0368 Request for data on changes to registered sex
Thank you for your Official Information Act (Act) request received by the Department of Internal
Affairs (Department) on 15 October 2024.
You requested –
1. The total number of applications submitted to change a registered sex since 15 June
2023.
2. The number of applications refused.
3. The number of applications approved.
4. For the approved applications, a tabulated summary of the changes made from any
gender to another gender - all tabulated and categorised please - for example all changes
from M to F, from F to Non-Binary, and all other potential combination of changes.
In response to your request, I can provide you with the following information.

Caveats to the data:
• The data was collated on 29 October 2024 and is accurate at this time.
• The figures provided are based on completed applications.
• As the data is extracted from dynamic systems, there may be small variances when
compared with prior or future datasets.
Question two
We cannot provide the requested information because applications are not ‘refused’. As such, I
must refuse this portion of your request pursuant to section 18(g) of the Act; that the
information requested is not held by the department and the person dealing with the request
has no grounds for believing that the information is held by another organisation subject to the
Act.
However, it may be helpful for me to explain that applications can be ‘cancelled’ and refunded.
This is usually because the applicants were born overseas, which we do not process as stated in
the submission form. For this I can confirm that as of 11 November 2024, there have been 13
applications cancelled.
Question four
The Department does not record a breakdown of amendments from the original gender to
current gender and to do so would require manual assessment of each individual record.
Therefore, I must refuse this portion of your request pursuant to section 18(f) of the Act; that
the information requested cannot be made available without substantial collation or research.
However, please refer to the table above for data on the
marker requested.
As this information may be of interest to other members of the public, the Department has
decided to proactively release a copy of this response on its website. All requestor data,
including your name and contact details, will be removed prior to release. The released
response will be made available here:
