Thank you for your email on 17 October 2024, asking Health New Zealand | Te Whatu Ora for the 
following under the Of icial Information Act 1982 (the Act):  
‘Please provide the CV and Cover Letter of David Bunting who was involved in authoring 
the Waikato memo on "English language only" as the Director of Quality and Patient Safety. 
 
The CV and Cover letter should exist when David Bunting sought employment from 
Waikato District Health Board and especially as to the clinical qualifications and making 
policy decisions pertaining to patient safety. 
 
I note that the memo is already widely published, the public has the right to know who 
makes and how these decisions are made affecting the public at large and what reasons 
were used to justify such decisions.’ 
Response 
The information you have requested is personal and our employees would expect that we maintain 
their privacy in such circumstances. We recognise the public interest in gaining information about 
the decision in question, however we do not consider that releasing the information you have 
requested achieves that.  
However, a summary of the information contained in the information requested is publicly available 
here. This should be considered a summary of the information requested under section 16(1)(e) of 
the Act, and we are refusing the remainder of the information under section 16(2)(c) of the Act with 
reference to section 9(2)(a), to protect the privacy of Mr Bunting.
