I will make the suggested changes to the letter and continue this on to the various
individuals for review before we send this off. @Laurie Edwards regarding the
suggestion to remove Jo Lusk’s name I will make sure to consult with her before
release, however, our general approach is to release names in full.1982

In this instance I do not think we meet the threshold for withholding this document.
There is high public interest in the release of information from Health NZ at the
moment given our current situation. This presentation has generated at least four
requests that I am aware of for both the presentation and subsequent
correspondence in response to this presentation. These requests have come from
under the OIA
Unions, Media and Political Parties.

I think the narrative we are providing in the letter as well as the emails in the appendix

clearly show the context around the presentation and the fact that this is not final
plans or decisions. Noting that I think the best approach is to provide the emails to
requestors as part of the appendix even if they have not specifically asked for them.
H&SS had asked us about applying a ‘draft/not government policy’ watermark to this
document, however, we have advised against this as this was not how the document
was presented at the time.

requested. I suggest this be limited to what has been requested only from the power

Attached are the four responses and appendix.
For the most part the wording is the same across the responses, except where there
have been additional questions asked.

The approach I was thinking is that we provide all
requestors with the full appendix as it currently stands as this helps paint the
complete picture around the presentation and subsequent emails, Lesters

Kia ora Pete,
I have heard back from Jo and Chris on the release of this presentation. Chris had
some concerns that we were releasing the whole presentation, however, I advised
that we have had multiple OIAs asking for this. Jo had no concerns with the release of
the material or her name.
This should now be good to for Margie/Lester. Dani and I will sort noting with
Ministers Office.

Health NZ has received five requests at this stage from political parties, unions,
media and members of the public via FYI asking for the H&SS presentation given on
13 August and correspondence relating to this.
I have attached the draft response for two of these requests alongside the appendix.

The plan is to essentially copy and paste the response once approved across the five
requests.
The additional OIA’s include:
“All correspondence and/or advice relating to the slide presented to Health New
Zealand staff on Tuesday 13 August 2024, relating to $701.8m in additional savings.
This should include but not be limited to emails, text messages, and instant
messaging.
All responses and/or reactions to that slide from staff at Health New Zealand. This
should include but not be limited to emails, text messages, and instant messaging.”
“… a) The information referred to which the staff member disclosed, and the
Commissioner referred to, in full.
b) all correspondence (including Text messages, TEAMS messages or meetings,
Emails and /or any other means) between (either received or sent) the Commissioner
and/or his Deputies (or their Officers), or Health NZ Chief Executive or her Office, in
any direction, which refer in any way to this disclosed information, for the period
covering from Midnight Monday 12th August, and Midnight Wednesday 14th August.”
