Thank you for your Official Information Act 1982 (OIA) request, which was partially 
transferred to Whaikaha – the Ministry of Disabled People - (Whaikaha) on 17 October 
2024. You sought: 
 
Please provide copies of the costs (including indicative costs for: 
-  Establishing the Ministry for disabled people, and costs associated 
with the transfer of functions as recently announced by Ministers 
Your request has been interpreted to be for costs of establishing the stand-alone 
Ministry of Disabled People, which is due to come into effect on 1 December 2024, 
and the transfer of employees to the Disability Support Services business unit within 
the Ministry of Social Development (MSD).  
Whaikaha is currently working through the winding down of a departmental agency 
and establishing as a standalone Ministry, and the transfer of functions and people to 
Disability Support Services in MSD. Whaikaha is working on the basis that any 
changes are cost neutral.  
Given Whaikaha is still working through transition and transfer aspects, the costs 
associated are yet to be fully determined. For this reason your request is refused 
under section 18(e) of the OIA, as the information requested does not exist. 
You are welcome to submit this request again at a later date, when Whaikaha is in a 
position to produce this data. Whaikaha will likely be in a position in late December to 
understand the costs associated with the transfer and transition.  
I note Whaikaha has partially transferred this request to MSD as the other responsible 
agency managing the transfer of disability support services functions.
