Official Information Act request relating to the cost of the transfer of NEMA
Thank you for your Official Information Act 1982 (the Act) request received on 17 October
2024. You requested:
-establishing the department of school buildings-establishment of the ministry for
regulation (and initial 6 months operating costs)-establishing the Ministry for disabled
people, and costs associated with the transfer offunctions as recently announced by
ministers-costs for transfer of NEMA
I believe that the part of the request for information about the costs for transfer of
NEMA is more closely connected to the functions of the Department of the Prime
Minister and Cabinet.
The Department of the Prime Minister and Cabinet (DPMC) which hosts the National
Emergency Management Agency (NEMA) accepted a partial transfer of your request from
The Treasury on 17 October 2024 for the following:
-
costs for transfer of NEMA.
Your request has been interpreted as costs of transferring NEMA to DPMC, announced in
2013
(MCDEM shift will strengthen emergency management and resilience |
Beehive.govt.nz) and actioned in 2014
(Civil defence moves to Department of Prime Minister
and Cabinet | Beehive.govt.nz).
New funding was provided for one-off transitional costs ($1.654 million operating and
$1.072 million capital) and on-going operating costs ($0.570 million per annum).
In the case that we have interpreted your request incorrectly and you are seeking information
about the transfer of NEMA out of DPMC in the future - no decisions have been taken for
transferring NEMA from DPMC and therefore no costs have been incurred.
In making my decision, I have considered the public interest considerations in section 9(1) of
the Act. No public interest has been identified that would be sufficient to override the reasons
for withholding that information.
You have the right to ask the Ombudsman to investigate and review my decision under
section 28(3) of the Act.
We do not intend to publish this response on DPMC’s website.
