Thank you for your email of 1 October 2024 to Te Kaunihera o Pōneke | Wellington City Council (the 
Council) requesting the following information: 
 
•  Please provide a table of “non-connecting” (WCC’s terminology) roads managed by 
Wellington, providing: 
o  their official name 
o  the number of residences they each serve 
 
Your request has been considered under the Local Government Of icial Information and Meetings Act 
1987 (LGOIMA).  
 
The clarification that you provided on 15 October 2024 was not sufficient information to be able to 
determine what information you are seeking, nor did it provide due particularity as required by section 
10(2) of LGOIMA, that official information shall be specified with due particularity in the request.   
 
The email Mark Pattemore sent to Council or Chung is discussing a proposal put forward in 2017 to 
have a road connecting Brooklyn and Karori. The proposal was researched, and it was determined 
that the Council did not intend to connect these areas by road as there is a concern that this would 
have negative impacts on the environment and existing transport networks. The term “non-connecting 
roads” is not terminology used by the Council, nor was it mentioned in the email provided as 
clarification. 
 
For this reason, I am refusing your request pursuant to section 17(g)(i ) of the LGOIMA, as the 
information requested is not held by the local authority and the person dealing with the request has no 
grounds for believing that the information is held by another local authority or a department or Minister 
of the Crown and organisation.  
 
You have the right, by way of complaint under section 28(1) of the LGOIMA, to request an 
investigation and review of the Council’s decision to refuse information by the Ombudsman.
