Dear Michael Riconosciuto
Official Information Act request: Attendance at All Blacks match
Thank you for your request made under the Official Information Act 1982 (the Act), received
on 29 September 2024. You requested (numbering added for ease of reference):
“I request
[1] all communications regarding the Prime Minister and Minister for Sport &
Recreation’s attendance at the Al Blacks vs Australia test match.
[2] I also request any costs incurred for the visit.”
On 8 October 2024, I wrote to you advising you that I had transferred your request in part to
both the Minister for Sport and Recreation and to the Department of Internal Affairs.
I am now in a position to respond to the remainder of request as it relates to communications
with this office on the attendance by the Prime Minister at the All Blacks match held in
Wellington on Saturday 28 September 2024.
Information being released
Please find attached email correspondence between this office and New Zealand Rugby.
The emails are from 11 March 2024 with the original invitation from the Chief Executive
Officer of New Zealand Rugby until 24 September 2024. Also included is a completed Event
Information Form provided by New Zealand Rugby and attached to an email from
3 September 2024.
As marked, some information has been withheld under the following sections of the Act:
• section 6(a), to protect the security or defence of New Zealand or the international
relations of the Government of New Zealand.
• section 6(d), to maintain the safety of any person.
• section 9(2)(a), to protect the privacy of individuals.
Where section 9 applies, in making my decision, I have considered the public interest
considerations in section 9(1) of the Act. No public interest has been identified that would be
sufficient to outweigh the reasons for withholding that information.
In addition, there were some phone discussions about the arrangements between staff in this
office and New Zealand Rugby staff. To the best recollection of the relevant staff member in
this office, the matters discussed were: the logistics and timings of the event, security
planning, access to the changing rooms after the game, and passing on an apology.
You have the right to ask the Ombudsman to investigate and review my decision under
section 28(3) of the Act.
Yours sincerely
Cameron Burrows
Chief of Staff
