Official Information Act 1982 (the Act):

Please can you provide the documents detailing the viability of each Polytechnic. This in
relation to the article published by Stuff on 26/09.
The report which prompted the article on Stuff, is a report drafted by Te Pūkenga titled
Financial
Viability Analysis. I am providing you a copy of Te Pūkenga’s report, along with additional Tertiary
Education Commission papers that are in scope of your request. I refer you to the titles referenced
in the following table.
In accordance with the Official Information Act, I am withholding some information in the released
documents. Redactions are clearly marked in the documents, with the following reasons for the
redactions, as applicable:
• commercially sensitive information, under section 9(2)(b)(ii) – to protect the commercial
position of the person who supplied the information, or who is the subject of the
information,
• advice still under consideration, under section 9(2)(f)(iv) – to maintain the current
constitutional conventions protecting the confidentiality of advice tendered by Ministers
and officials,
• free and frank advice, under section 9(2)(g)(i) – the free and frank expression of opinions by
or between or to Ministers of the Crown or officers and employees of any public service
agency in the course of their duty,
• commercially sensitive information, under section 9(2)(i) - to enable a Minister of the Crown
or any department or organisation holding the information to carry out, without prejudice
or disadvantage, commercial activities,
I am satisfied, in terms of section 9(1) of the Act, that the need to withhold the information referred
to above is not outweighed by other considerations that render it desirable, in the public interest, to
make the information available.
