Request for information: Continuous Glucose Monitoring Devices
Thank you for your request dated 26 September 2024 under the Official Information Act 1982
(OIA) for information relating to meetings and decisions regarding continuous glucose
monitors. Your request was clarified on 1 October 2024 to include the following information:
•
Records of the Diabetes Subcommittee of PTAC from 2024.
•
The procurement plan for continuous glucose monitoring (CGM) devices, insulin
pumps and insulin pump consumables
•
Files notes from meetings in 2024 with the below groups:
o
Diabetes NZ
o
NZ Study for the Study of Diabetes
o
Suppliers
o
Government agencies
o
Organiser of the petition
o
Health New Zealand – Long Term Conditions
o
Health New Zealand – Data & Digital
On 11 November 2024, you were provided with a partial response that included
communication between Pharmac and Diabetes New Zealand, as wel as a link to the
Diabetes Advisory Committee Meeting. Firstly, I would like to apologise for the added delay
in the release of the remaining material. I can advise that steps have been taken to improve
our OIA practice and process to minimise a future occurrence such as this.
Please find attached the remaining information that falls within the scope of your request.
Some information has been withheld under the following sections of the OIA:
• section 9(2)(a), to protect the privacy of individuals
• section 9(2)(b)(i ), to protect the commercial position of the person who supplied the
information, or who is the subject of the information
• section 9(2)(j), to enable negotiations to be carried on without prejudice or
disadvantage
Please note that the file notes produced by Pharmac are intended to document the actions of
the meeting. In some instances, these notes may not accurately reflect the language used by
external stakeholders.
I would like to draw your attention to Document 4 [page 11], where I have highlighted in
orange a comment from a Health New Zealand (HNZ). HNZ has clarified that they provide
carer support payments to individuals who may use them on devices however, they do not

directly fund continuous glucose monitors. Additionally, on the same page, you wil find a
phrase highlighted in green. HNZ has clarified that the funding mentioned is intended for
medically fragile children.
In making our decision, we have considered the public interest considerations in section 9(1)
of the Act. No public interest has been identified that would be sufficient to override the
reasons for withholding that information.
